Job Description

The Development Director is responsible for overall leadership, guidance and expertise in concept design, programming and documentation of model development projects in the directed energy (DE) field. Coordinates with Air Force Research Laboratory leadership, subject matter experts, advanced concept owners, and members of the joint military community as required to ensure that modeling and simulation developers have a thorough understanding of how to appropriately represent advanced concept employment on the future battlefield. Responsible for designing the software implementation plan. Provide direction on the development of concept models to support engagement to campaign-level analyses of directed energy in military operations across the spectrum of conflict. Interprets, synthesizes, and presents insights to concept stakeholders and/or decision makers. Position is required to lead, manage, and execute development of concept models, threats, scenarios and frameworks as well as help establish priorities of work within a team of concept modelers, software developers and analysts. This includes establishing milestones, managing expectations, and developing strong relationships with a diverse group of stakeholders. The position is responsible for assessing stakeholder requirements and ensuring concept models accurately represent the advanced concepts to enable providing accurate feedback to concept engineers and scientists as well as warfighters from all services within the DoD. This position is also responsible for maintaining and increasing organizational knowledge of development methodologies, best practices, and common procedures for all development activities.

Required:
Bachelor’s degree in a computer science, or computer engineering field or a combination of at least 10 years’ applicable experience and education.
Experience with object oriented programming required.
Understands software engineering principles and how to apply these principles in designing and developing robust, efficient, scalable and maintainable applications.
Experience with military engagement scenarios (1 vs 1, few vs few, and many vs many) .
Knowledge of directed energy systems (lasers, high-powered electromagnetics (HPEM), and space situational awareness) a plus.
Knowledge of directed energy system enablers (including tracking, sensors, radars, etc.) a plus.
Understands the principles of Agile Software Development.
Understands and complies with software configuration management processes and makes recommendations for improvement.
Displays strong problem solving, analytical and debugging skills.
The ideal candidate should be familiar in use of Design of Experiments methods as well as performing full lifecycle software engineering on modeling and simulation programs.
Position requires the ability to mentor junior developers.
Position requires an active secret clearance with the ability to obtain a TS/SCI within 12 months of hire.
