JOB TITLE: Senior Program Analyst Standard Missile/VLS
PROJECT OVERVIEW:
The US Navy headquarters staff at the Pentagon, known as OPNAV, supports the Chief of Naval Operations in his mission to support the warfighter by setting requirements, budgeting resources, and managing programs for many different Navy programs. The Surface Warfare Directorate, OPNAV N96, fulfills these tasks for some of the nations most important defense programs.
JOB DESCRIPTION AND RESPONSIBILITIES:
• Provide program requirement support to the OPNAV N96 for the Standard Missile family of programs; support will include concepts, policies, requirements processes, and program guidance, Joint Capabilities Integration and Development System (JCIDS), Planning, Programming, Budgeting and Execution (PPBE), and oversight of Department of Defense (DoD) 5000 processes.
• Assist in the development of proposals for Program Objective Memorandum (POM) budget cycles and identify, integrate and coordinate emerging and/or derived requirements into the POM cycle.
• Principal technical advisor and provide day-to-day on-site support including weekly program/project status updates and recommendations related to program cost, schedule and performance.
• Identification of issues and development of recommendations to achieve overall near-term and long-term goals and reviewing and/or assisting in the development of acquisition strategies and plans.
• Communicating program objectives to key high-level officials and project officers in those organizations that support the programs, and drafting formal presentations and high level briefings (Admiral and SES) to support and defend programming proposals.
REQUIRED SKILLS AND QUALIFICATIONS:
• Minimum of ten (10) years of hands-on experience in performing operational functions and applying mission associated concepts, policies, requirements processes, and program guidance.
• Expert knowledge of JCIDS and PPBE.
• Expert knowledge and experience in Navy missile defense operations and programs (Aegis, Standard Missile, AAW C2, and applicable fleet training and manning infrastructure).
• Extensive knowledge and experience in schedule and performance/technical aspects of current, future, and interrelated programs
• Ability to produce briefing slides, metric charts, program schedules, and organizational charts.
• Proficient in MS Office including Word, PowerPoint, Excel, and Adobe Acrobat.
• Active TS/SCI Clearance.
DESIRED SKILLS AND QUALIFICATIONS:
• Support staff experience at OPNAV, NAVSEA or Program Executive Offices (PEOs)/Program Offices directly supporting ships and shipboard systems.
• Fleet experience in surface warfare and air and missile defense operations.
• Experience includes regular interactions with staff and senior leadership internal and external to affiliated organization.
